The Oil Pollution Act was developed in order to strengthen the Environmental Protection Agency's ability to prevent and clean up oil spills. Money is available to clean up oil spills when the responsible party is unable to clean them up or unwilling clean them up. The Oil Pollution Act also requires that response plans are developed by companies carrying oil in preparation of an oil spill ("Summary of the Oil" 2008).
